This medal is one of the so-called “alternative” awards issued by the Communist-run Congress of People’s Deputies of the USSR - legislative body of the Soviet Union that continued to operate for years after the Soviet Union's collapse! The “Permanent Presidium” elected Sazhi Umalatova as its chairwoman, and the medals issued by this organization were consequently called “Umalatovskie” or Umalatov’s medals. Naturally, these medals were never approved by the President of Russia and therefore never became a part of the official award system of modern Russia.
